Its a celluloid Cylinder, and the mandrel, for a talking doll. (Madame Hendren??)
I think it was made by the Avrill Company.. Who made Madame Hendren Talking dolls.

Correct again!!.. The Mae Starr talking doll was distributed by Universal Talking Toys Company – this doll contains the same mechanism as the Madame Hendren talking doll by Averill Manufacturing Company but has a slightly different face.
